When you are referring to the Province of Benguet, BLISTT does not represent a music band or a hair salon but it stands for Baguio, La Trinidad, Itogon, Sablan, Tuba, and Tublay.
It is a project of the local chief executives of the mentioned city and municipalities envisioned to evolve to a model of regional growth governing structure.
In short, it is similar with Metropolitan Manila Development Authority’s (MMDA) mission-vision in the National Capital Region.
