Similar to Metro Manila, Baguio City and the municipality of La Trinidad do have a Uniform Vehicular Volume Reduction Program or commonly known as number coding scheme.
In Baguio City, public and private utility vehicles including motorcycles are not allowed to pass through selected areas in the city from 7am to 7pm. These includes lower and upper Session Road, Burnham Park, City Market and places within the Central Business District.
In La Trinidad, the said vehicles are not allowed to pass the main road starting from Km.6(Strawberry Fields) going to Baguio .
If your plate number ends with the following number, your car is restricted to such prohibited areas.
1-2:ย Monday
3-4: Tuesday
5-6: Wednesday
7-8: Thursday
9-0: Friday
However, number coding scheme is suspended during important events such as Panagbenga Flower Festival, holidays, PMA alumni homecoming, summer season to accommodate influx of visitors to the city.
Penalty: Fine of 500 pesos

Where to claim if apprehended:
In Baguio City – To be claimed at the Traffic Management Branch (TMB) located near Banco De Oro (upper session road) and SM.
Note: Before – City Treasurers Office: Now – Traffic Management Branch of PNP
In La Trinidad – To be claimed at the Treasurers Office located near the main entrance of the municipal hall.
Tip:
- Avoid passing through main roads from 7am to 8:30am, 11am to 12:30pm, and 5pm to 7pm.
If you are caught by an apprehending officer and issued you a yellow ticket after confiscation of your plate, go to the office of that officer and plead for your apprehension. Chances are, the officer might forgive you and avoid penalty. However, if the apprehending officer issued you a pink ticket, all you have to do is to pay the pay the fine. ๐
Number Coding is not a Joke
On September 30, 2014, while passing through a busy street in La Trinidad, I was caught by an apprehending officer because this scheme. I paid the penalty against my will. 500 pesos can do many things, so beware. ๐
