Map: If you come from Manila or Baguio City, the reference points are the tomb of the unknown soldiers and San Fernando by-pass road, a few meters away from Max’s Restaurant. If you come from Ilocos area, the reference point starts from San Fernando City Hall.

Who is Mateo Carino?

Most people in Baguio City do not know who Mateo Carino is. If you are a law student or a lawyer, you probably know his significance or impact in upholding the rights of natives to their ancestral land.

He is an Ibaloi tribal leader who owns a vast track of land in the province of Benguet including almost all of Baguio City during the early 1900s. However, the Philippine Government doesn’t recognize his title because it follows the “Regalian Doctrine” which dictates that all lands of the public domain belong to the State. He argued his case up to the Supreme Court (Mateo Carino vs Insular Government of the Philippine Islands; 212 U.S. 449 (1909)) and won. It is now the obligation of the government to recognize “native title” valid land rights established by testimonies or memories on land that has been held, occupied and utilized in ownership since time immemorial by indigenous populations.

This landmark decision(Mateo Carino Doctrine) has been used even in arguing cases of land ownership disputes filed by the Indians of Canada, the United States and Maori of New Zealand, in addition to the Philippines.

Where to Park your Car Overnight in Baguio?

If you travel with your car to Baguio for more than a day, you would probably ask the question to yourself “where will I park my car overnight?“.

Parking space is not a problem if you have it or when you are booked in a hotel because almost all hotels have parking spaces for their clients. However, if you are curious other places where to park overnight this post help you.

Basically, you can park anywhere along the road between 7PM to 7AM. After 7AM, the traffic enforcers will apprehend you. My favorite free overnight parking spots are located in front of the Baguio Post Office and along the driveway of Casa Vallejo near SM Baguio. Also, if you park your car, choose a location near to a police station for your safety and security.

Private overnight parking are also available but for a price. My suggestions are: SM Baguio, Baguio Centermall, Baguio Cathedral. and Goodtaste Burnham Park.

 

How to open a new BDO Savings Account

If you want to know the requirements to open a new BDO ATM/Passbook Savings Account, this post will guide you and prevent any hassle when applying.

Requirements:

  1. Two(2) Valid IDs with photo and signature. (ex. PRC ID, Postal ID, Driver’s License, Philhealth Card, Passport, etc.)
  2. Two(2) 2×2 ID picture. Background color is not necessary.
  3. Initial deposit of 2000 pesos (BDO ATM Savings Account) or 5000 pesos (BDO Passbook Savings Account).
  4. One(1) Utility Bill reflecting your address or any other proof of billing. (If you are a student or unemployed, this is a big problem. However, you may still present any proof not under your name as long as you are living on the same address).

Procedure:

  1. Just bring with you the needed requirements and present it to any BDO branch. (Baguio Branches).
  2. Wait at least One(1) week for your ATM card or passbook. For the meantime, you can enroll your savings account online via https://online.bdo.com.ph

Remember: Their is a 300 pesos service charge if your deposit fall below the minimum balance.

Is there a Home for the Aged in Baguio City?

A follower of this blog ask me, Is there a Home for the Aged in Baguio City?

Before I answered the question, I ask myself  “Why did they ask, I thought It is not in our culture to let our grandparents/parents go into home for the aged”. I later on realize that it is necessary for some especially for those who grew up without any relatives to take care for them and some even outlived their descendants.

To cut the story, there are less than a few Home for the Aged in Baguio City. Most of them are exclusively private and unknown to most people. I hope more charitable non-medical nursing homes will come out in the future to cater the elderly and less fortunate in life.

Is Baguio City part of Mountain Province?

Someone ask me and I know many are still curious about it. Let us answer the question “Is Baguio City part of Mountain Province?”

Let me clarify some things, Baguio City is a chartered city since 1901. It is part of the old Mt. Province, however, with the issuance of  Executive Order no. 220 – Creating a Cordillera Administrative Region, Appropriating funds therefor and for other purposes on July 15, 1987, Baguio City is now under the Cordillera Administrative Region (CAR).

With the creation of CAR and the abolition of the old Mountain Province, the land area of the new Mountain Province became smaller and it is now part of CAR which composed of six provinces (Abra, Apayao, Benguet, Ifugao, Kalinga and Mountain Province). Baguio City is part of Benguet Province.

It is confusing for some but I hope you get the point. 🙂
